Councillor Kevin Duffy moved on Tuesday night to rescind the approval last month, as well as a second motion to consider rezoning land along Molong Road, which could later be considered as an access point to the centre.
Councillors voted in favour of pursuing the rezoning, but were split on whether the proposal had been downsized enough from the original design refused two years ago.
Residents again pressed traffic concerns, but the rescission motion failed six councillors to five.
Councillors debated whether to outlay $60,000 across three years to secure A Day on the Green and concerns were raised about funding capital works on a Cabonne property, but most acknowledged the benefit the event would have for accommodation and other businesses in Orange.
A motion to organise a forum for developers was rejected, but one on water was passed, with staff confirming 1.5 gigalitres had been transferred to Suma Park Reservoir from Spring Creek Reservoir and approval had been given last month to remove the safety buffer from the Macquarie River Pipeline trigger point.
The approval means water can be extracted when the river is flowing at 108 megalitres a day rather than 119 megalitres a day.
