Colin John Ivers, of Sean O'Doherty Place, was driving along Henry Parkes Way at Boree about 10am on September 4 when police drove passed in the opposite direction and decided to stop him for a random breath test.
The police did a u-turn and stopped him on the Escort Way at Boree.
During the stop the police learnt he had not had a driver's licence since November 1995 when a doctor told him he was unable to get a licence.
Despite not being licensed to drive, Ivers said he had driven to Peak Hill to check on livestock he had on a property out there.
Magistrate David Day disqualified Ivers' from being able to apply for a licence for six months and placed him on a 12-month community correction.
"If he has a fitness problem, unfit to drive, he puts himself and other people on the road at risk," Mr Day said.
"I appreciate he had animal husbandry responsibilities but he also has responsibilities to other road users."
