Nominations for Orange City Council closed at noon on Wednesday with Cr Kevin Duffy, Cr Tony Mileto, Cr Jason Hamling and Cr Jeff Whitton the incumbent councillors putting their hands up for mayor and also leading tickets.
First-time candidates Lesley Smith and Amanda Spalding, standing independently, have also nominated to lead as has former Orange City Councillor, Greens candidate Neil Jones.
Rumours were rife long-standing former mayor Mr Davis was considering another term and he said he had considered it up until 10 minutes before the noon cut off.
"It wasn't the right time," Mr Davis said. "It was more about whether I could fit it in."
Cr Kidd was unable to be contacted.
Ten group tickets had been posted on a sluggish NSW Electoral Commission website.
As well as Ms Smith and Ms Spalding, ungrouped candidates for council include Cr Scott Munro and Joshua Girle-Bennett.
Dr David Mallard's Greens ticket is the one of two showing its political affiliation, with Haidee Edwards, Anne-Maree McLaughlin, Robert McLaughlin, Jenny Pratten and Cr Steven Nugent listed. At six, Cr Nugent is not expected to be elected which is inline with reported intention not standing again.
The Shooters Fishers and Farmers have posted Glenn Floyd as their number one candidate, followed by Antoine Tartak, Julie Romano, Adam Bayliss, Connie Barbagallo and Luke Brown.
The other tickets are being led by pharmacist Frances Kinghorne, Dr Steve Peterson and nurse Melanie McDonell.
Standing with Frances Kinghorne on an Orange ratepayers platform are Daniel McGregor, Beverley Williams, Jennifer Lacey, Eunice Adtifa and Colin Young.
Dr Steve Peterson will lead Theodore Crane, Emilie Lowe, Warwick Baines, Nicole Grant and Scott Hanrahan.
Ms McDonell will lead Bridget Healey, Granton Smith, Pip Elmes-Mielke, Chris Huck and Dave Oakden
Cr Jason Hamling's group features Tammy Greenhalgh, Sarah McGregor, Hannah Dunlop, Craig Harvey and George Connaughton.
Cr Kevin Duffy has recruited Mandy Moore, Graeme Judge, Darren Johnson, Jane Patteson and Cathy Goodlock while Cr Tony Mileto heads Jack Evans, Bernadette Allan, Richard Hattersley, Cindy Murphy and Allecia Ward.
Gerald Power will launch his campaign on Saturday. Nominated on his team are Erin Naden, Brett Naden, Emily Huysmans, Isaac Power and Casey Naden.
Cr Whitton will also launch later this week, but has named Gail Copping, Heather Dunn, Addam Parish, Jim Finn and Joshua Whitton on his ticket.
