Cr Romano confirmed his unavailability to be the lead candidate for the Shooters Fishers and Farmers (SFF) party ticket on Friday.
"It has been an honour and a privilege representing the fantastic people of the Orange community," he said.
"However my wife Karen and I have planned to relocate inter-state to support our youngest son Andrew in achieving his life and sporting endeavours."
Cr Romano's son, Andrew, currently lives in Queensland and this year earned selection in Junior Wallabies' camp.
Cr Romano first ran for Orange council in the 2008 election as an independent and won a seat on council for that four year term before missing out on re-election four years later.
It was then in 2017 Cr Romano led the SFF ticket and received almost 14 per cent of the primary vote among a record-breaking pool of 88 candidates.
(The new SFF candidates will) all bring energy, vitality and broad life and work experiences to make them great representatives.
- Councillor Sam Romano
Cr Romano's ticket was the only one to have two candidates elected - the late Mario Previtera also winning a seat on council.
Cr Romano is the current chairperson of the Orange Airport Community Committee.
Representing the Shooters Fishers and Farmers party, he also ran for the seat of Calare in the 2019 Federal election, ultimately won by Nationals candidate Andrew Gee.
He says stocking native fish to stormwater ponds, the reintroduction of the bulk domestic rubbish pick-up and fishing at the Ploughmans Wetlands are among some of the community interests he's been able to deliver on, alongside Cr Previtera, throughout the latest term.
"Working closely with our State Member Phil Donato we have achieved many milestones together, particularly holding the National Party to account," he added.
"A standout achievement was the new sports precinct. $25 million was promised for the new sports precinct by former Premier Gladys Berejiklian, but on the condition that if the National Party won the seat at the state election.
"The Shooters Fishers and Farmers Party won the seat, decisively, and we made sure we still got the funding, thanks to Phil Donato."
Cr Romano thanked "the incredible community of Orange" for its support and is confident support for the next group of SFF candidates - to be unveilled on Monday - will continue at the polls come December 4.
"(The new SFF candidates will) all bring energy, vitality and broad life and work experiences to make them great representatives," he said.
"A big thank you to the CEO of Orange City Council and all the staff for their cooperation, advice and most of all, the respect. It was an absolute pleasure working with you all."
