The four-year-old Bullmastiff crossbreed came to the Orange RSPCA on July 5 after spending four unsuccessful months trying to get adopted in Broken Hill.
The shelter manager in Orange, T'mielle White, wasn't sure what was putting people off.
"It is a bit strange for us considering he's been up for adoption for over a month now and we haven't had anyone enquire about him," she said.
"I don't think I've taken any phone calls about him and there haven't been any applications, so it is a bit sad to see."
Ms White added that he will need someone who can keep him active, mentally stimulated and learning new tricks.
"We've recommended no kids under 12 because he is quite jumpy and sometime he does get a bit frustrated," she said.
"He is a bit scared of cars, so needs a bit more training with that. He needs to be the only dog in the home and that will help him continue his training that he needs. He needs someone who will dedicate their time to him."
The shelter manager said that lockdown has made adopting hard as only people within Orange's LGA can adopt from the shelter.
"We would keep looking for other options of maybe transferring him to another shelter," she said on what would happen if they couldn't find a permanent home for Mater.
"RSPCA NSW has definitely had a lot of animals up for adoption for a long time. We don't have a cut-off time and we do everything we possibly can."
