At the 11am press conference on Thursday it was announced there were four cases in the city, but Western NSW Local Health District chief executive Scott McLachlan said one of those was not in Orange and believed to be in Sydney.
"There were still three of those cases that have been infectious in the community and we know that yesterday (Wednesday), the day before (Tuesday) and the day before that (Monday), three of these cases were infectious in the community," Mr McLachlan added.
"If you've been out of the community, if you have any concerns no matter how mild, please don't hesitate to come and get tested."
On top of the lengthy time spent in the community, there was more indication that Orange could see further cases in the coming days, with the chief executive saying none of the cases were linked to the COVID-positive woman who caught a bus from Dubbo to Orange this week.
"We're still investigating some of these and we'll know more in coming days. We definitely don't believe it was connected to the person who travelled to Orange, it was too soon," he said.
"We know these cases were infectious in the community so they normally would have caught the virus four, five or six days ago to be infectious in the community for more than 48 hours.
"Regardless of these people travelling around, just assume that in every town we've got people infectious in the community."
