Speaking on Wednesday, Western NSW Local Health District chief executive Scott McLachlan said the person later presented themselves at Orange Hospital after making the journey.
"We became aware from a patient that came to our emergency department in Orange that they'd travelled all the way from Dubbo to Orange knowing that they were infectious and potentially putting other lives at risk," he said.
"It's a matter police are following up at the moment. It's an incredibly concerning sign that people are willing to leave isolation, come out knowing that they are infectious and putting lives at risk every day of the week.
"Can I urge everyone, if you've got COVID, I know it's a scary time but all of the support is going to be there for you, in the home and with people around you to help you through this. Please take that time to stay away from everyone, don't put other lives at risk and we'll help you through this time."
When asked when the person made the trip, Mr McLachlan said he did not have those details as of yet.
"It was a real concerning event that has real risk for further spread and so please everyone stay attuned for the locations of concern and information that's available on the NSW Health website and any other advice that you have.
"If you've been in any locations that you're worried about, in contact with anyone you're worried about please come and get tested."
On Tuesday, it was revealed that there were currently four COVID-positive people at Orange Hospital.
