Renascent Australia will be the head contractor for the work which will ultimately see an expanded and upgraded shopping centre, to be known as The Village on Summer Street, and a major hotel complex at the Summer Street site.
Renascent regional branch manager Rob Close said they would be using local workers for the expected 10-15 trades on the project.
He said at the peak of the project about 100 workers would be on the site.
Mr Close said he expected work to start within three-four weeks.

He said they would start with the shopping centre work and phase into the hotel construction early next year.
Mr Close said it would take about 12-18 months to complete the hotel.
The shopping centre upgrade will see a new al fresco area created on the eastern side which is currently car parking.
Mr Close said the COVID lockdown had restricted building works in regards to material supplies from interstate and overseas.
"It's definitely slowed us down," he said.
Summer Centre owner and developer Paul Saunders said Renascent Australia had been selected after the tender went to four regional NSW builders.
"Renascent has contributed to some incredible developments in Orange recently including the Byng Street Hotel and Dudley Hospital extension," he said.
"We intend to use as many highly qualified, locally based businesses and tradespeople as possible in the renovation and rejuvenation of the Summer Centre."
He said leasing agent Jonathan Wilmot of Satori Retail Property Services had secured top local and regional operators.
Mr Saunders said he wanted to create the "Best of Orange" food, beverage, and convenience shopping.
He said tenants had been locked in for more than 80 per cent of the new-look centre.
"Having acquired this location three years ago, the rebranding and repositioning of this entire property, including the hotel development, has been our master plan form the very start," he said.
"While COVID has presented some challenges, we are committed to pushing forward with the refurbishment in anticipation of a bright future for Orange and domestic tourism."
He said other key members would be centre manager Michael Tulk, Nigel Pollard Principal of Linked Project Management [construction process managers], tenancy coordinator George Jovicic, Michelle Taylor of Michelle Taylor Retail Design Company and Holly Manning of Manning PR and Media.
