The status of the other three are still unknown as NSW Health conducts interviews about where they may have picked up the virus from and where they have been.
Western NSW Local Health District boss Scott McLachlan said Orange and Bathurst were in the midst of "really high-risk" positions.
"We really want to get in front of this before we do end up in a situation like Dubbo is at the moment," he said.
"Particularly for some of the communities surrounding Orange and Bathurst. We know there are people coming in and out of town from time to time. It's not just about those towns, it's about any of our communities right across the region."
Despite the new cases which were recorded up to 8pm on Thursday, there have been no new venues of concern publicly identified on the NSW Health website at time of publishing.
"We'll provide updates on a regular basis if there are venues of concern or other issues that come out of those," Mr McLachlan added.
Across the whole Western region, there were 40 new cases, 3700 tests done with 806 of those administered in Orange on Thursday.
It was also revealed that mobile testing is now available in Orange. It is available through the Orange Aboriginal Medical Service and the WNSW Local Health District.
You can access this by calling 6393 9013.
Additional mobile testing will also be made available in Bathurst.
