Of those 28, eight were handed out for facemask infringements while 20 were for failure to comply with stay at home orders between August 20 and 27.
Speaking on Friday, Assistant Commissioner Brett Greentree of NSW Police said of stay at home order fines, that those could be for anything from a close contact who was ordered to stay at home and didn't, to general breaches of the orders which are in place across NSW.
"They are the concerning ones and probably facemask compliance is one that has improved in that we haven't issued as many tickets," he said.
"But the stay at home breaches are of concern, particularly when we see (COVID) cases in Orange, so the local police have certainly ramped up there.
"(28) is too many and it's concerning to see a little bit of an increase there around Orange at the moment."
Across Western NSW, more than 150 people were fined in the 24 hour period to midday on Friday.
Mr Greentree was disappointed by these numbers.
"We are doing compliance checks and receiving hundreds of calls from right across the region with regards to Crimestoppers," he said.
"It's not just the police watching you, it's your neighbours, it's the community and we thank them for alerting us to people who aren't complying with the orders.
"People would be amazed how many people ring Crimestoppers.
"We receive a lot of calls from members of the community who are simply concerned and want to get out of lockdown and are virtually dobbing other people in."
