Orange fire station officer Tom Fenlon said they were put on standby as a result.
"Someone's pinned something to the wall of a building saying that there's a bomb inside," he said.
"It sounds like it's written on a bit of paper with a biro thing."
The building which had the threat posted on it was the Livebetter Community Services building in Byng Street.
Catherine Coomans from Livebetter said the evacuation happened around 3.30pm.
Buildings that were also evacuated included the Orange City Council office and the Orange Courthouse.
But by 4pm it appeared that the crisis was over as people were allowed to return to their buildings.
Orange Police have been contacted for a statement on the matter.
