It had been placed at the northern end of the park, but the construction of a controversial toilet block this year, forced the statue to be moved to the southern end of the park.
The statue of Sir Neville Howse is now near Summer Street and in the area where the war memorial is sited.
Orange mayor Reg Kidd said it was a more suitable site.
"I have a strong belief it didn't get the same amount of attention [it deserved]," he said.
Cr Kidd said the work was designed by local art teacher Les Quick.
He said it had been on display in the park for about 20 years.
Cr Kidd said Sir Neville Howse was a key figure in Orange's history.
"A citizen, doctor and statesman, Victoria Cross winner in Boer war, he served in the First World War," he said.
"Only medico to receive the VC, later mayor of Orange and federal minister."
