Nine of the jobs at the Regional Investment Corporation will be in Orange, with the potential for a 10th to be based here.
The 11th job is to be based interstate.
It is calling for applications for a range of roles including corporate, agri-finance, business development, program management and human relations.
Salaries on offer range from $60,000 a year for an information technology officer to $130,000 a year for a senior credit officer.
The recruitment drive will expand the number of permanent staff from 16 at present to 27.
The RIC is funded for a capacity of 32 staff.

Some of the existing workers have tree-changed to Orange from capital cities and other areas of Australia and it is expected the new roles will attract interest from people from outside Orange.
CEO Bruce King said the RIC provided affordable finance for farmers to modernise and diversify their business.
"In our first year of operation we've approved finance for over 160 farmers to make their future more certain, launched a new disaster product for flood-impacted producers, and we have two new loans in the pipeline. The future is bright," he said.
A RIC spokeswoman said while this recruitment drive was not as big as the initial recruitment campaign it was "still significant, and significant for Orange".
HR manager Ben Casey has moved to Orange from Sydney.
"What has been interesting is the fact that we are a brand-new agency," he said.
"That means we are building the organisation from the beginning in a positive and collaborative way.
"It also gives us the opportunity to establish the team, the processes, the products and the culture."
The RIC opened in July 2018 in temporary offices in Canberra.
Its Orange head office, on the corner of Kite Street and Lords Place, was opened in February by Agriculture minister David Littleproud.
