Tracy Hinton wrote to the Central Western Daily in May announcing her intention to establish a wooden reflection seat for families to grieve.
Mrs Hinton said she encountered a woman at the cemetery on one occasion, who could not cope with the anxiety of visiting a grave.
"A lot of people don't go to the cemetery, it can freak people out," she said.
"You've got to help people and if it's there, they might use it."
Mrs Hinton lost her brother, Jamie Merchant, to suicide 11 years ago and has held a number of events to remember him - last year, she released balloons at Lake Canobolas and held a suicide prevention walk at Orange Botanic Gardens in 2015 with council support.
It's certainly beneficial to create awareness with regard to mental health and give people an opportunity to sit in a tranquil environment and reflect on their memories of that person.
- Councillor Tony Mileto
She originally hoped to place the remembrance seat in the gardens before realising there were already a number of seats with plaques there.
"Cook Park doesn't have any," she said.
"The position in Cook Park is overlooking the water, protected by the trees, and it's central for people to get to."
Councillor Tony Mileto will formally move for the seat and plaque to be funded and installed after seeing Mrs Hinton's letter and offering his help.
"It's certainly beneficial to create awareness with regard to mental health and give people an opportunity to sit in a tranquil environment and reflect on their memories of that person," he said.
He said during his time in the police, he had been to many scenes where people had taken their own lives and on one occasion, arrived in time to intervene.
"Four or five months later, I'm walking towards him on the street and he holds his hand out to shake my hand," he said.
"He said, 'thank you, I'm know getting the help I know I need'."
While Mrs Hinton has flagged her intention to continue fundraising if the motion is defeated, Cr Mileto said council approval would be needed to install it anyway and it was worth putting to councillors now.

UPDATE JULY 3: The motion supporting the seat was passed at the meeting.
