A staff report to Orange City Council's next meeting on Tuesday night has recommended a development application for the Astill Drive site in the Narrambla Business Park be approved.

"The proposal involves the construction and operation of a warehouse (cold storage) and distribution centre," it said.
"The proposed operation will involve the delivery of frozen foods, fresh produce and general food to the site for storing in both ambient storage (dry store) and cold storage prior to its distribution.
"The proposal is seeking approval for 24 hours a day, seven days a week operation.
"The proposal includes earthworks to enable construction of the building and includes an ancillary office space, car parking (24 spaces), landscaping and signage."
A Transport for NSW report said vehicles using the site should not be any larger than 19-metre articulated trucks.
The DA said the nearest houses were more than 500 metres from the site and it did not believe operating the site 24/7 would cause high noise levels for the residents.
"Short term noise impacts are anticipated during construction and will be subject to conditions," it said.
"The site is located in the middle of the Narrambla Business Park which is in close proximity to the Northern Distributor Road and the main transport routes in and out of Orange.
"The site is isolated from any sensitive [noise] receivers.
"The use of the site for 24 hour operation is therefore unlikely to have any negative impacts on surrounding neighbours.
"Operational noise in relation to the proposed warehouse/distribution use is anticipated to be acceptable in the context of the industrial locality."
The Bidfood website says the company supplies food, meat and liquor to 38,000 businesses across Australia.
This would be the company's first site in western NSW.
Bidfood has branches in Sydney, coastal NSW areas and Albury.
