Orange City Council has been asked about commissioning a bronze statue depicting a grieving mother after receiving notification that her son had died at war.
Mayor Cr Reg Kidd raised the issue at a meeting in July.
Cr Joanne McRae suggested it should be a grieving parent to show grief affected men and women.
Cr Kidd is asking council to investigate the commissioning and installation of a bronze statue.
He said it would be "a tribute to families who have lost family members," while serving their country.
A staff report said members of the Centenary of World War One committee had commented on the plans.
"When the idea was first raised at a meeting of the now-disbanded committee of the Centenary of World War One it was passed unanimously by the then committee," it said.
The statue would likely be placed in Robertson Park, where Orange has Anzac Day and other war memorial services.
" It was suggested to have it erected near the CWA rooms and to ask the women of the CWA to assist with the project.
"The suggestion was to have a woman sitting down holding the letter from the war office on her lap, with tears rolling down her cheeks.
"We did not go into the finer points about the design or how big or wide it would be or any costing details.
"The committee agreed because it was within the object brief when the committee was formed that 'we would look at how the families were affected by the war' and this was the loss of a son, husband, and father.
"This could be extended to the whole family the mother, father, son, brother, if required.
"In our discussion we talked about how it was the mother who kept things going at home during the war and who had to deal with the effects of war when it was over."
Cr Kidd said the council should seek funding for the project.
"I have spoken to our federal member Andrew Gee about the project and he was very supportive and would help us finance it through federal funds.
"He commented on it being an original idea because most towns only concentrate on the men and women killed.
"There could also be funding from the RSL or Australian War memorial in Canberra."
Council has not yet investigated the cost.

A grieving mother statue was unveiled in Ballarat in Victoria in 2017.
It is part of that city's Garden of the Grieving Mother war memorial site.
The work was created by sculptor Peter Corlett who has made memorial works for Australian sites of remembrance across the world.
