Cafes and restaurants have turned into takeaway-only venues while many other businesses were shut on Sunday.
Orange Business Chamber president Jack Evans said businesses had been anticipating going back into lockdown.

"A lot of retail stores will be weighing it up over the next day and a half," he said.
Mr Evans said government financial assistance for businesses losing money during the crisis had been "relatively hard to access".
He said he was now concerned with the whole state in lockdown it could take longer to obtain help.
"Business owners should be preparing for future lockdowns," he said.
The Scrumptious on Summer cafe was among several to open on Sunday.
Manager Sunny Singh said they were restricted to doing takeaway orders only. He said the number of customers was well down.
"We will be closing earlier," he said.
Orange mayor Cr Reg Kidd said council staff would again monitor which businesses were allowed to open under the lockdown rules.
"If anyone is not sure, ring the council," he said.
"I think the majority of people I have been speaking to accept it. We've got to up the vaccination rate and curtail the spread.
"I'm concerned about Orange. I'd like to see the vaccination rates on a local government areas basis," he said.
"The LGA stats are really, really important, Cr Kidd said.
He said with local figures they could determine whether there was sufficient vaccine available and whether there were enough medical facilities to help residents.
Cr Kidd said while there were currently no positive COVID cases in Orange there were cases in nearby areas. As of Sunday Dubbo has 59 cases, Walgett four and two in Mudgee.
"It is all around us," he said.
Chemist shops in Orange have started administering vaccines via a booking system and also on a walk-in basis.
Hogans Pharmacy owner Frances Kinghorne said her pharmacy had given 56 people an AstraZenca shot over three days since it arrived last week.
"We have also been advised that we will have access to the Moderna vaccine in September, so that will further increase options," she said.
