Nicole Chapman is the Orange City Centre manager and said for the most part, they are letting the individual stores decide whether they would like to trade or not.
"We're just going from the NSW guidelines. Some stores have decided to close, some are restricted to close but we're not dictating that," she said.
"We're pretty flexible at the moment on who is opening when and trading times."
Wednesday was the first full day of lockdown across the region, and it reflected with the number of customers that came through the doors.
"Wednesday was pretty quiet and I think a few of the retailers were open just to see how it was going to go and feel it out, but I think there will be less trading as the week goes on," Ms Chapman added.
"It's good to see that people are doing the right thing and only coming in to shop for the essentials and they're not here to browse, they're just in and out so that's a positive from that."
Stores that she was confident would continue to open throughout the lockdown were Big W, the Reject Shop, Best and Less, Priceline, My FootDr, NaturaHeal, the newsagents and a handful of food retailers.
"It's hard to say exactly who is trading as that may change, but those ones I've mentioned I think they will continue to go through," Ms Chapman added.
"We've already got the check in on the doors, we've already got the sanitizing stations so we are really good with all of that already.
"We have had to move all of our seating in the food court because food is not to be consumed on site, it must be taken away.
"We have processes in place that if something does happen we are ready to go. We do still have cleaners and security on site."
COVID testing sites in Orange include the Showground, the old Bunnings Warehouse in Bathurst Road, Wade Park and Orange Douglass Hanly Moir Pathology in Anson Street.
