Niya Tiffany Rose Bennett, 38, of Yartla Street, Menindee, was found walking towards the Northern Distributor Road at 7.40pm on May 25.
Police spoke to her and she appeared to be under the influence of a drug.
According to the police she was unable to speak with the officers because she was talking to herself most of the time so due to concerns for her health paramedics were called.
Due to information gained from the police check, the officers searched Bennett and found 1.97 grams of cannabis in her possession.
She was arrested but due to her reactions and ongoing concern for her welfare, she was released and taken to Orange Hospital.
Bennett was not present in court for sentencing where magistrate Lisa Stapleton fined her $220.
