It appears someone has climbed the telecommunications tower next to the Orange railway station early this week to tie the banner to the top rung.
Orange police said they had not received any complaints from Telstra regarding any allegations of trespassing.
Central West Police District Chief Inspector Dave Harvey said police had also not received any reports about the banner.
"If there was a complaint about it, about trespassing, we would take the report," he said.
Telstra was contacted for comment about the banner.
The banner appears to be a promotional banner left over from a Fun Fair held at the Orange Showgrounds in February this year.
On one side it advertises the days and opening hours of the Fun Fair.
The other side of the banner is plain black.
It is understood the banner has been there for at least two days.
