Tuesday night's meeting supported the application by an event organiser to run the event, in line with COVID-19 health regulations, on Thursday June 10.
A council staff report said the event, titled 'Orange Gets its Glow On' was anticipated to attract up to 800 people.
"It involves light installations and inflatables, street food outlets and roving performances," it said.
Council also backed plans to consider allocating $20,000 toward up to 20 Future Tunes and Future Flix events indoors during the winter months.
The plan will go out on public exhibition for 28 days.
It is envisaged the events would be held at various licensed premises, cafes and restaurants across the Orange CBD.
And council has backed a proposal to investigate how a youth art trail could be developed across Orange.
The proposal will involve consultation and meetings with various youth and cultural groups across the city.
