The Orange Gets Its Glow On event is proposed for the Orange Showground on Thursday June 10, on the eve of the Queens Birthday long weekend.
Event organiser Anna Demasi has lodged an application for the event which will be decided upon by Orange City Council at its meeting on Tuesday night.
A staff report to council said there had been COVID-19 concerns in the community and from council about people visiting from outside Orange.
"There has been some pressure on council from social media and other sources to not have events that allow people from other locations to attend. This pressure is more prevalent in COVID-19 infection surges," it said.
"Orange Gets its Glow On is anticipated to attract up to 800 people. It involves light installations and inflatables, street food outlets and roving performances."
It said the organisers had also conducted the Foodie Night Markets at Towac Park Racecourse in 2019 and 2020.
Miss Demasi told the Central Western Daily they would comply with public health regulations regarding COVID-19 including people providing QR codes on entry with just one entrance and exit point.
She said the event would tour regional centres in NSW, Victoria and Queensland in June, July and August.
It would start in Ballarat in early June before coming to the Central West where events where planned in Orange, Mudgee and Dubbo.
Miss Demasi said they were encouraging people to dress up to glow on the night.
She said there would be LED animal installations.
"We're going with an African theme. Some are four metres high, some are two metres high, some are three metres high," she said.
There would also be roving performers including a magician and a performer with an LED hula hoop.
"We've got the light show at the end, it goes for six minutes."
Miss Demasi said Titan light tubes would be used instead of lasers for the show and would be timed with music.
"It's the latest, new in-thing as far as lighting goes," she said.
