Cr Stephen Nugent will ask council to investigate providing funding for young people to get involved in creating art based on a variety of cultural backgrounds.
He said works already established including the John Lomax Skate Park, Orange headspace and painted rocks in Cootes Park could feature on the trail.
Cr Nugent said the project should have input from groups including council's Youth Action Council, headspsace's Youth Reference Group and the skate park committee.
He said they could identify areas for further public art works.
Cr Nugent said youth art trail brochures could be made available at the Orange Visitor Information Centre.
And he said young people could get involved in creating a 'virtual tour' of the works where a video could be placed on social media.
"Public art projects can be a great way to engage young people and provide them with an outlet for creative talents, as well as helping to develop team work, confidence and interpersonal skills," he said.
Cr Nugent said while council was creating public art in the CBD with the Future City program the youth art could be in other areas.

"We can look at doing something in the surrounding suburbs where they hang out," he said.
"I think it is a great youth engagement project. I think it has a number of benefits."
Cr Nugent said he had spoken to young people and youth groups who had shown interest in the project.
