Orange City Council on Tuesday night agreed to consider providing $10,000 funding for the current financial year.
It also agreed to consider providing an annual allocation as part of its upcoming budget process.
And, on the request of deputy mayor Cr Glenn Taylor, it will consider seeking state and federal government funding to look at maintaining the scheme.
That might include funding for people with electric and gas heaters though council was told such funding already existed through welfare agencies.
Council was also told 170 submissions had been received, "some in favour, some against," removing about 500 trees at Bloomfield to make way for Orange's planned $25 million sports complex.
It was told council had begun seeking tender quotations from contractors for the tree removal before the work was approved.
The meeting was told it was normal practice to save time in the event of the work being approved.
Council also agreed to submit motions on climate change, the rights of women and on regional media and TV licences to the upcoming National General Assembly of Local Government to be held in Canberra in June.
