Bathurst Regional Council approved plans for the drive-through restaurant on the corner of Stewart and Howick streets in June last year, but that wasn't the last time the development application was dealt with.
The developer later requested that a condition of consent, which required ingress to site via Howick Street and egress only via Stewart Street, be deleted.
Council knocked back his request in August, but the following day three councillors lodged a rescission motion to reverse that decision, which was successful in September thanks to the mayor's casting vote.
Almost five months on from that decision, there's still no change to the site chosen for Taco Bell.
Developer Hector Abbott, from McDuck Properties, said the reason for the delay is the need to meet the long list of conditions imposed on the development by council.
"The DA came with 144 conditions. A number of those 144 conditions relate to requirements that need to be met before I commence on site, and that includes liaising with Transport for NSW and so on and so forth," he said.
"It's really a situation where I'm going through all that, but it's not a simple process and it's taking some time."
With it taking so long to get through the requirements, it could be months before work could start on site.
"I'm hoping to start sometime in a couple of months time, but at this point I just don't know," Mr Abbott said.
Bathurst is not the only location that Mr Abbott is working on establishing a Taco Bell at, but it is proving a little more difficult than the others as he didn't anticipate there being as many conditions of consent.
The DAs for Bathurst, Orange and Tamworth were submitted around the same time.
Mr Abbott is preparing to hand Tamworth over and is about one-third of the way through the Orange project.
Despite the challenges, Mr Abbott said he's still committed to bringing Taco Bell to Bathurst, saying he has confidence in the city.
"I'm definitely a fan and certainly remain completely positive about Bathurst as an opportunity," he said.
