The Curran Street site is currently home to six units.
The DA proposes 14 rooms for lodgers plus a manager's room.
Under the $700,000 plan a carport would be demolished and the existing building and detached two-storey building would be altered and added to.
The proposal also allows for a good connection to support services in the locality, either health related or other community services.

A development application for the project is currently on public exhibition at Orange City Council.
It states the housing would be suitable for 'short-term stays.' However that does not include backpacker accommodation. Minimum stays of three months or more would be allowed.
The DA said the development complied with state government rules for affordable housing.

"The proposal also allows for affordable housing close to sources of work within the nearby CBD," it said.
"The proposal also allows for a good connection to support services in the locality, either health related or other community services in close proximity."
Each room would be 20 square metres, excluding bathroom and kitchen space.
There would also be a 32 square metre communal room for the residents.
Under the planning rules no more than two adults could stay in each room.
It said it would not be an over-development of the site as the residential areas would take up only 42 per cent of the 1192 square metre space.
It is proposed seven car parking spots would be provided.
"Council needs to take a realistic approach to the type of vehicles that will use the site with large vans or vehicles such as an old model Fairlane or F250 utility are unlikely to use a unit driveway," the DA states.
There will also be three motorcycle parking spots.
"We consider that the proposed boarding house is considered to be consistent with the overall residential character of the locality, with a mixed of housing in terms of medium density and some office accommodation in March Street, vet clinic and other service businesses," it said.
The DA will be on public exhibition until Friday, February 19.
Council staff will then consider any public submissions in assessing the project.
