The recommendation will be put at Tuesday night's council meeting.
Council staff have developed a draft Climate Change Strategic Policy and a draft Climate Change Management Plan, which "establishes the mechanisms" to implement the policy.
Both the policy and the plan were developed in consultation with Orange City Council's Environmental Sustainability Community Committee.
"Council already benefits from a number of key renewable and energy efficiency projects, which provide annual savings in energy costs and a reduction of operational emissions," the recommendation stated.
"The policy sets the precedent for council to further implement energy efficiency, renewable energy and emission reduction actions into the future."
