Orange City Council approved the development application in January.
The application was lodged by local firm Source Architects.
The property was last sold on November 7, 2018, for $700,000.
The building sits on a 594 square metre site.
According to the development application the redeveloped site - owned by MLPL Investments - will be used for retail premises and accommodation on a second level.
The owners estimate they will spend $1.1 million on the redevelopment.
The DA does not involve demolition of the warehouse.
Flats for accommodation will be built upstairs.
When put on the market over two years ago the real estate agency spiel highlighted the potential for the site to be re-imagined as medical consulting rooms, business premises or offices.
"It has dual street frontages to McNamara Street and Mulberry Lane, providing both front and rear access, the potential for an additional shop front, or the potential for undercover, secure, off street parking," it said.
"Formally a warehouse, it has that rustic charm and appeal, with the potential to develop an inner city warehouse-style design, similar to those in the inner capital cities."
The agent said there was potential for "business premises on the ground floor and [to] build a mezzanine level to increase the building footprint, for additional office accommodation, or incorporating loft style residential accommodation on that mezzanine level".
The site is zoned B3 Commercial Core.
According to Orange City Council the objectives of this zoning category are to "provide a wide range of retail, business, office, entertainment, community and other suitable land uses that serve the needs of the local and wider community ... to encourage appropriate employment opportunities in accessible locations ... to maximise public transport patronage and encourage walking and cycling".
Consent is not required for home occupations, home-based child care or environmental protection works.
Consent is required for businesses such as artisan food and drink, recreation activities, shop top housing, hotel or motel accommodation, community facilities, function centres or educational facilities.
