Lana Masterson runs Down The Track, a program aimed at helping young people, mainly aged 10-20, in her region.
A statement from the Australia Day Council said Down The Track had united police, teachers, politicians, businesses and Aboriginal elders to work with the young people.
"Lana's Down The Track program provides mentorship, practical education, training, employment and wellbeing support," it said.
"It has allowed young people to gain skills, participate in social enterprise, become work ready and re-engage in their community."
Orange City Council has announced a changed format for the celebrations in Cook Park on January 26.
This year's event will feature the Citizen of the Year Awards presentation, a Citizenship Ceremony and a market fair for local arts, crafts and produce.
Orange mayor Reg Kidd said he was pleased coronavirus restrictions had lifted to the point where a celebration could go ahead, as close to normal, as possible.
