A development application for the centre, which would have space for 155 children, is on public exhibition at Orange City Council.
At full capacity the child care facility would employ 27 staff.

It follows the completion of the main medical tower block, where work is progressing on the Orange Private Hospital, and the near-completion of the Remington Hotel Orange, scheduled to open next month, at the Forest Road site.
While the proposed opening hours are not included in the DA it states the centre will suit shiftworkers at the Medical Centre, the Orange Health Service and the Cadia mine.
It said the centre was likely to need to be open beyond usual opening hours.
"Hours of operation outside the standard 7am to 7pm are likely to be of benefit to employees engaged at the Bloomfield Medical Centre, as well as the nearby public hospital and aged care facility," it said.
"Given that the site is en route to the Cadia mine, there may also be a benefit for employees associated with the mine."
The child care centre is a standalone building that will go behind the hotel in the south-west corner of the precinct.
It will have outdoor and internal areas for infants, toddlers and pre-school children with support rooms, a kitchen and dining room and administration areas.
The child care centre will sit above a basement car park with room for about 50 parking spaces. A further nine car parks will be located on the same level as the building.
The site already has project planning approval for a child care centre for 100 children.
However the current proposal is larger with 155 children.
Under the original plans the child care centre was proposed to be behind the main tower block. However it is now further south.
That places it near the Gosling Creek Aged Care facility however the DA states noise from the centre will not overly impact the elderly residents.
"By its very design, the proposed child care centre 'turns its back' to the aged care facility. The more active areas of the proposed child care centre (the outdoor play areas) are oriented to the north and west and the proposed building itself provides shielding to the aged care facility," it said.
