According to police Nicholas Trae Hilt, 23, of Adams Street, Goodooga, was involved in the road rage incident near the Moulder and Peisley streets intersection on August 25 this year.
The incident was a near miss without a collision but Hilt began following the victim who drove to Orange Police Station.
Hilt then followed the man inside at 11.05am and they were captured on CCTV.
Before police spoke to them Hilt moved in close to the victim so his face was almost touching the victim's face and he said, "step outside and I'll knock your head off".
The CCTV caught Hilt moving his head forward in a headbutting motion and the victim pushed him away and according to police Hilt missed the victim's head by millimetres.
Hilt then came back at the victim with his left fist clenched and raised in a punching motion and he was bouncing around as if he was in a boxing ring.
Police responded to the commotion and grabbed Hilt from behind and wrestled him to the ground.
He was arrested in the foyer and released after police obtained his identity.
Hilt was not present in court where magistrate David Day fined him $1100 for the assault.
Mr Day said the offence took place eight days after he sentenced him for other antisocial activities including offensive conduct, offensive language and not complying with a direction.
