A development application for the residential site is on public exhibition at Orange City Council.
The DA proposes demolishing the existing house and other buildings plus 14 trees at the site near Perry Oval.
The cost of a basement carpark is not sufficiently justified.
- DA to Orange City Council
Car parking for 14 vehicles would be provided in the front yard with extra space on the street.
It is proposed the long day care centre would operate from 7am-6pm Monday-Friday.
Ten staff would work at the centre to look after 16 children aged 0-2 years, 15 aged 2-3 and 30 aged 3-5.
A child care centre is permissable within the current general residential zoning of the area.
The DA states that providing parking at the front of the property was "incongruent" with other properties in the area, but it was unavoidable.
"The provision of the at-grade car parking within the site frontage is unavoidable as the cost of a basement carpark is not sufficiently justified," it said.
The DA said it was necessary to meet parking demand and avoid on-street parking as much as possible.
Plans to reduce the impact of noise from the facility on neighbouring properties include banning the playing of music outside.
Other measures recommended include a requirement that crying children be taken indoors, parents not call out to their children when delivering them or picking them up and conversation levels be kept at a low volume.
The NSW Valuer General's department said the 1518 square metre property sold for $555,000 last October.
