Cabonne Council will consider reducing the number of hours the pools will be open from 30 hours a week to 20 hours a week.
The cuts do not affect the public pools in Molong and Canowindra.
However, council will look to close any pool that cannot meet COVID-19 health regulations during the 2020-21 pool season.
Council will discuss the pool opening hours at its meeting on Tuesday.
A report to council said it was still unclear what the health regulations would be during the pool season.
"The 2020/2021 pool season is likely to be impacted by the current COVID-19 pandemic," it said.
"The current Public Health Order restricts the number of patrons able to utilise the facility at any one time."
It said there would be increased responsibilities for pool managers to ensure the COVID-19 rules were followed.
The report also said the cuts would not affect swimming clubs or groups who could ensure COVID-19 rules were maintained when they were using the pools.
Meanwhile, council will consider spending $1.8 million gained through the state government's Resources for Region's grant program to build an amenities block and spectator seating at Tom Clyburn Oval in Canowindra.
A report to council said the money would virtually cover the cost of the project.
It said one requirement was that the project be 'shovel-ready' to start which was the case with the proposal.
'The Canowindra Sports Trust also independently applied for funding in the Stronger Country Communities Fund Round 3 showing this project has been considerably consulted with the public," it said.
"This project would be eligible to meet the infrastructure objectives of the funding program.
"At this stage council have not been approached by any other community groups in relation to funding.
"Other projects may still come forward, however they will need to be to the stage of readiness required for submission to this round of funding."
Council will also consider funding requests for the Orange Wine Festival, the Banjo Paterson Australian Poetry Festival, the Mulga Bill Festival and the Matar Stables Bullio Cup.
