A development application for the work has been submitted to Orange City Council by the building's owners, the Orange Ex-Services' Club.
The DA proposes the creation of a 44-space car park including four accessible spaces.
OESC president Graham Gentles said the car park would be an interim arrangement.
In the club's master plan for the area the site would eventually become three levels of apartments with a two level car park.
However, following last week's decision by members of the Wentworth Golf Club and the OESC for the two clubs to amalgamate that was now the priority for the OESC.
Mr Gentles said the area was also planned to become a new main entrance to the club replacing the existing entry on Anson Street.
"Anson Street, it is quite a busy place now," he said.
Mr Gentles said the PCYC building was past its prime.
"We are finding it difficult to lease the Police Boys Club [building] there," he said.
Mr Gentles said the club was keen to remove the building as soon as possible.
"As soon as [the DA] is clarified we would demolish the PCYC," he said.
Under the plan the existing driveway on the west side of the building would become a one-way access to the new car park.
Temporary landscaping is planned for the front of the site.
The DA is on public exhibition at the council offices until 5pm on Friday December 6.
Pee Wees Play Centre was the last tenant to leave the building in July after eight years at the site.
Spinnin' Pole Studio also moved out of the building to a new address in March Street earlier this year.
