Development applications have been lodged with Orange City Council for Barber Industries and Laurie Claire.
Barber Industries has eight shops in Sydney, Newcastle and Wollongong but this will be its first venture into regional NSW.
The company was started by Ali Memar in 2015 who emigrated to Australia after working in salons in Lebanon.
The company's website said it wanted to create a "traditional barbershop vibe" at its stores.
"Barber Industries blends a heritage barbershop with modern day techniques and craftsmanship," it said.
While Barber Industries will be new to Orange women's fashion store Laurie Claire will be moving from nearby.
Store manager Sarah Williams said they would be moving from their current site in the existing part of the Orange City Centre into the new complex.
The store will be making the shortest move of all stores as it is currently positioned in the Orange City Centre next to the boarded-up entrance to the former Myer site.
A further 16 shops, including Bonds clothing store have already been confirmed for the new shopping centre and food hall which is due to open in November.
