Confirmation the stadium would be built came on Thursday, hours after Premier Gladys Bereijiklian deflected a question from member for Orange Phil Donato about the precinct.
Orange City Council sport and recreation policy committee chairman Jason Hamling said the news was "fantastic".
I'm sure we'll apply for federal grants or the council might chip in some [if needed]
- Orange City Councillor Jason Hamling
"Obviously it's something we've needed in Orange for some time is an advanced sporting facility and I'd like to thank the Premier for backing the promise and the local member for keeping he issue afloat," Cr Hamling said.
He said there was plenty of work which needed to be done before construction could begin, including planning and community consultation.
Cr Hamling said "the sky's the limit" in terms of what could be done at the facility with $25 million, which will have space for an 8500-seat rectangular stadium, as well as multipurpose fields for rugby and soccer, a cricket and Australian rules football oval and cross-country running tracks.
However, Cr Hamling wasn't sure if that $25 million figure would be enough for what council and community wanted from the facility, but did add the state government's funding pledge wasn't the limit on the facility.
"If that's not enough then I'm sure we'll apply for federal grants or the council might chip in some as well," he said.
It was still too early to determine a time-frame or a start date for construction, let alone a prediction of when the sporting precinct would be complete, according to Cr Hamling.
I have further meetings in the coming weeks at Parliament, particularly with the Deputy Premier and Premier.
- Orange mayor Reg Kidd
Orange mayor Reg Kidd welcomed the announcement.
"I, along with Kate Hazelton, have been in continuing conversations with the Deputy Premier since the announcement here in Orange, and since the State election result," Cr Kidd said.
"I have further meetings in the coming weeks at Parliament, particularly with the Deputy Premier and Premier."
Mrs Berejiklian visited Orange to pledge the project in February, but announced it would only come to fruition should the Nationals' candidate Kate Hazelton be elected.
However, days later Mr Barilaro backtracked on that condition, and said the funding for the precinct and stadium would be delivered even if Shooters, Fishers and Farmers incumbent Mr Donato was returned to power, which he was in comprehensive fashion during the March poll.
A spokesperson from Ms Berejiklian's office said the planning process would begin in due course.
