The decision to lower the boom gates was made at about 3pm.
In a statement, the council said its "priority is the safety of road users".
"The roads have been closed to help ensure motorists are not at risk of an accident or being stranded on the mountain," the statement read.

Cabonne staff will conduct an inspection on Saturday morning to determine whether the roads can be re-opened.
The council said it would "endeavour to open the roads should conditions allow it", and reminded drivers it is an offence to drive past a road-closed sign.
Snow on the mountain and the surrounding, high-altitude areas was first forecast by the Bureau of Meteorology a week ago.
According to the seven-day forecast at www.weatherzone.com.au, the chilly conditions are predicted to continue across the weekend.
The temperature is tipped to drop to -1 degree Celsius on Saturday, zero degrees on Sunday, and 1 degree on Monday.
