Councillors Glenn Taylor, Jeff Whitton, Sam Romano, and Scott Munro voted for a rescission motion to reverse the approval in order to replace the access from George Weily Place with an alternative either off the Northern Distributor Road or the Escort Way.
Earlier in the night, opponents voiced their intention to take action in the NSW Land and Environment Court if the rescission motion did not pass.
Councillor Glenn Taylor warned court action would put the project behind months, whereas the council and Housing Plus could start negotiations "tomorrow".
However, they were outvoted by councillors Stephen Nugent, Joanne McRae, Mario Previtera, Tony Mileto, Russell Turner and mayor Reg Kidd.
