The facility already has council approval from two weeks ago, but councillors Kevin Duffy, Glenn Taylor and Scott Munro will put forward a rescission motion to reverse the decision in order to negotiate a different access point.
They will also debate whether to rescind a decision on the accompanying residential subdivision and a land sale across the road on Ploughmans Lane.
The councillors have foreshadowed a motion to refuse the subdivision and defer the crisis centre until the subdivision is redesigned with access from the Northern Distributor Road or the Escort Way.
A screen will be set up in the council foyer in the event all attendees cannot fit inside the chamber.
Supporters for the centre commented on social media commented the public forum would be limited to an hour and speakers would not be given extensions beyond the usual time limit of five minutes.
The council's code of meeting practice stipulates a time limit of 30 minutes for public forums, which are usually held on the first meeting of the month only - extra forums are allowed at the discretion of the mayor and general manager.
