It's not known how he got a travel exemption but it appears the master of hide and seek himself has managed to slip into Orange.

For the past week, Wally (of Where's Wally fame) has been making his presence known throughout the streets of North Orange with missing signs, encouraging local children to find the pictures he has been busy posting while the city sleeps.
When the Central Western Daily managed to track down the international man of mystery - living in a safe house at an undisclosed location-, he explained that he was trying to provide a little bit of fun to families and children during the current lockdown.
"[I] noticed how many people were walking around North Orange during lockdown [and I] wanted to make it a bit more exciting and fun and to promote an active lifestyle," he explained.
There's currently around 40 pictures hidden around North Orange - of Wally himself as well as other objects and characters from the book series.
He has also set up a 'Where's Wally? Orange NSW community page' for locals to share their triumphs.
