A contentious development that appeared to have finally been resolved earlier this year is back before Orange City Council.

The striking double-storey home planned for a leafy, sloping block on Green Lane is on public exhibition for what is understood to be the fourth time.
Under the amended plan the owners are seeking to move the site of the garage and adjust room locations to suit.
The development, which has previously been opposed by neighbours, came to a head in April when council approved the development application.
The land owner Michael Truloff again asked council to approve the DA after a lawyer for neighbour Rex Wood called on council to refuse it.
The application to modify the approved plans says the amendment largely involved shifting the garage.
"It is now proposed to move the attached garage two metres further west (or to the rear) in order to achieve the required vehicle cross-over and driveway gradients," it said.
"Also, the [floor level] of the garage has been lifted 150 millimetres to improve the driveway gradients and reduce the height of retaining wall structures for the driveway."
The application said approved tree removal on the block had already begun.
"To achieve the amended garage position, the internal layout of rooms on the southern side of the first floor of the dwelling (behind the garage) have been shuffled to the west (rear) two metres also.
"The ground floor layout has been adjusted also to suit the amended location of the stairs."
However the DA says the layout, room dimensions, side setbacks, buildings heights and visual appearance of the northern portion of the first floor of the dwelling remain "largely unchanged" from what was approved.
"The dwelling's appearance within Green Lane will remain largely unchanged, save for the increase in the setback of the garage which will result in a diminution of impact and further reduce the presence of the garage within the street," it said.
"The development as modified will not introduce any new overlooking opportunities."
It is on exhibition at the council until Thursday September 23.
Public submissions on the changes can be lodged with council.
