Council's meeting this week was told the work was necessary for the ageing facilities.
A report said staff had identified the condition of above ground pipework at the Manildra pool to present "an unacceptable high risk to council, employees, and patrons."
This work is extensive and requires skilled contractors
- Report to Cabonne council
"After assessing the site as presenting a high risk and discussing the options council staff have concluded to remove the above ground pipework and reinstate it below ground," it said.
"This work is extensive and requires skilled contractors to complete these works."
Work will also be done at the Eugowra swimming pool which is leaking.
It said the pool was losing 7000-8000 litres of water each day which was costing the council $25 a day in water charges to Central Tablelands Water.
"The Eugowra swimming pool pipework has been examined and the cause of the leaks identified," it said.

"The pipework beneath the concrete concourse of the pool has failed and is leaking beneath the concrete. If left in its current state this will cause failure of the concrete pathway and potentially impact on the integrity of the pool shell."
It said the work could be done into time for the opening of the next pool season in November but council needed to act swiftly to obtain contractors and materials to do the work in time.
Work needed on all seven public pools in the Cabonne council area was identified in the Cabonne Swimming Pools Masterplan which received five comments after going on public exhibition.
The masterplan recommended infrastructure works up to $3 million to bring the facilities up to modern safety standards.
Council's meeting was told one recommendation of the masterplan, that all the pools come under single management, would not be implemented before the 2021 season. Instead it is an issue council will investigate for the following year.
A staff report said the comments focussed on the Molong and Cudal pools.
"The seven aquatic facilities service a population of 13,364 residents which gives Cabonne a very high aquatic facility provision rate," it said.
However council advised the consultants there was "no consideration" of closing any of the facilities.
