The developers of the Westwinds Residential Estate, between the Northern Distributor Road and Molong Road, is seeking changes to a development application approved by the council two years ago.
It wants to reallocate 24 lots, plus one 'residue lot', from the current approved Stage 4 of the Westwinds Estate on Breeze Road for a future plan to be called Stage 4A and also Stage 4B.
"The proposed residue lot would be subject to a separate application for development approval to create additional Torrens Title residential allotments, as well as a Community Title subdivision (Gated Estate) and associated multi-dwelling housing development," the DA states.
The Gated Estate area would by accessed by its own loop road. Orange does already have some gated estate areas, where largely only residents have access.
The current approved residential area covers 94 house lots, six open space areas and two residue lots.
The DA said the developer considered the changes to be 'minor.'
"The modification provides a positive development outcome as it will provide a diverse mix of allotment sizes which are capable of facilitating a greater variety of housing typologies.
"This proposed layout is considered to best support the emerging residential character and growth of the Westwinds Estate area."
The DA is on public exhibition at the council until Wednesday September 8.

A new display home is proposed to be built on Tanika Street in the Shiralee Estate area.

Bellriver Homes is proposing to change the use of a new single-storey four-bedroom house on 400 square metres of land into a display home for up to five years.
It would be open and staffed as a sales office from 10am-5pm daily.
"The property is situated in a new subdivision consisting of resident single and double storey dwellings, amongst some other exhibition homes," the DA states.
