Council will also hear a plan to remove all outstanding library fines as way of encouraging more people to use the Orange City Library.

The library has 39,850 members, including 9447 (23 per cent) with outstanding overdue fines ranging from 60 cents to more than $400.

And council will also decide on a development application for changes to the former Eighteen 70 restaurant in March Street which received three submissions from the public opposing the plans.
