Water began spilling over the dam wall over a week ago - the first time since July 2016.
As of Monday morning, Bulgas Road became blocked at the causeway as a result.
"If water levels continue to rise, that's the next place a roadway could be blocked," he said.
Water first began spilling over the Suma Park dam wall on Sunday, July 18.
By the following day there was 186mm of water topping the dam wall.
