Council will consider several costing options for the ball at its meeting on Tuesday night.
The 450-person ball would be held at the Orange Function Centre on Saturday July 24.
The minimum cost of hosting a gala ball is $30,000
- Report to Orange council
The proposals include providing free tickets to councillors, ex-councillors, special guests and staff while offering 200 tickets for between $100-$150 each to the public.
The cheapest option, where there would be no free tickets, would cost council $30,000.
A staff report said the cost of the ball was not included in budgeting for the celebrations for which council has allocated $30,000.
"The minimum cost of hosting a gala ball is $30,000," the report said.
"It does not include food, beverage and styling of the venue. Should council cover these hosting costs, funding would be sought from existing budget allocations for events, tourism, promotion, communications, business development and official duties.
"Hosting costs include hirer fees, security, entertainment, promotion, printing, catering levy, Ticketek fee, linen, waste management etc."
Orange was proclaimed a city on July 29 1946. Later this year Orange will also celebrate 175 years since it was gazetted as a village.
Other events planned for the two celebrations include street banners, pictorial displays in the newspaper, promotional material, an old city flag display, an online competition, a 175 year Orange festival, Future Tunes events, bell ringing and commemorative tree planting.
Council is also considering moving its Tuesday July 20 meeting from the council chambers to the old Town Hall in Anson Street, now the OCTEC offices to recognise its first meeting there in 1946.
It would be council's second-last meeting before the 2021 elections.
A staff report said a copy of the original meeting minutes had been found and they included the Orange Business Chamber addressing the meeting which might be re-enacted.
Council met in the old building in 2015 for a one-off meeting commemorating 100 years since the WWI landing at Gallipoli. A photo of the event taken by Alf Mangicali was presented to council by OCTEC.
