A development application has been lodged with Orange City Council for applicant Ed Hattersley to create the business in an industrial warehouse on Lords Place.
The venue is several doors up from the revamped former Kelly's Hotel, known as the Carriers Arms Hotel, also to be run by Mr Hattersley.
The proposed development aims at supporting both local and tourism elements
- DA to Orange council
The proposal includes the installation of brewing and packaging equipment, installation of a bar area for tastings and coffee, moveable furniture for inside seating, court yard seating and footpath dining and changes to upgrade the venue to meet fire and safety regulations.
It is proposed the Mad Hatter Beverage Company venue would be open daily with trading hours including Monday-Wednesday 5pm-10pm, Thursday noon-10pm, Friday-Saturday 11am-11pm and Sunday 11am-8pm.
The applicant is also seeking extended hours during Orange festival events.
"While it is anticipated the tastings and bar will operate primarily Friday to Sunday, the operators wish to have the flexibility for extended operational hours during tourism events such as FOOD Week, Wine Week and the [Winter] Fire Festival. This further supports the region's development of local and regional tourism," the DA states.
It is proposed there would be jobs for three staff in the brewery and two-three in the bar and tasting area.
The development would be one of the first under planning changes made by council to encourage food and artisan operations in the CBD to promote tourism.
"The proposed development aims at supporting both local and tourism elements to enhance and promote Orange and the Orange region," it said.
The DA states it could become part of a craft beer trail in the Central West.
It said that would help boost tourism in the region.
The DA said it was expected the business would generate extra demand for car parking in the area.
However, it said there was no prescribed number of car parking spaces required for food and artisan premises under planning rules.
It said there was room for on-street parking on Lords Place and in the council car park on the corner of Kite Street and Lords Place, particularly as it would see its peak business at night when surrounding businesses would be closed.
The DA said the micro brewery would produce 0.5 -2 tonnes of alcohol per day or 130-550 tonnes per year.
It said the main hours of operation for the brewery would be Monday-Friday 8am-5pm.
Apart from beer the venue would also serve coffee and food.
The DA is on public exhibition until Wednesday, June 9.
