It will be a third NSW selection for the 28-year-old after he was shockingly called up to replace Latrell Mitchell back in 2019.
Since then, Wighton's been one of Fittler's most reliable weapons and was short odds to feature somewhere in this year's side.
Penrith Panthers sensation Jarome Luai has been named to partner Panthers teammate Nathan Cleary, while Latrell Mitchell and Tom Trbojevic will play in the centres.
In addition to Luai, Brian To'o and Liam Martin are also set to make their maiden appearance for the Blues as the trio has been part of Penrith's historic 12-0 start to the NRL season.
It's not overly surprising to see Wighton shifted to the bench as his Raiders side is going through a rough patch, sitting 12th on the table after three months of action.
The first game is set to be played on Wednesday June 9.
