The mum - who we have decided not to name to protect the identity of the victim - was at home on Sunday when her 12-year-old daughter burst through the door in tears, saying that two girls had beaten her up.
"The anger and the fear, I was just devastated that I couldn't protect my girl," she said.
"Police called me a couple of days ago and told me there was another attack that day as well and that all legal action was being taken.
"It just makes me angry that it was shared amongst the school on Snapchat."
The video shows one girl begin punching the victim on the Dalton Street footpath near Nile Street, before throwing her to the ground. The girl then starts kicking and stomping on the victim's head before beginning to run away.
The mum said her daughter suffered a concussion as a result of the attack.
"Physically she is doing fine, amazingly, but mentally it will take a long time for her to recover from this," she said.
"She went to school on Thursday and at the front gate was this particular girl who did the filming. She just couldn't go to school Friday."
Police were unavailable for comment on the attack.
"It is a miracle that nothing worse happened to her and my fear is that the next girl isn't going to be so lucky," the mum said.
"The police are doing everything they legally can. I just feel their hard work gets undone by the justice system.
"They protect kids because they have to protect kids, but they're protecting the wrong kids. They are protecting the ones that are attacking people and not protecting the innocent ones.
"The law has to change and parents of these kids that are doing the attacking also need to be held accountable."
