An application for the development on Curran Street attracted 11 submissions opposing it, many saying they were local residents.
A key objection is the increased congestion they believe would be created by having a more intensive development on the site.
Meanwhile council will also consider a revised development application to create one of the largest child care centres in Orange.
The proposed centre behind the Bloomfield Medical Centre would create 155 places for children and 27 jobs for staff.
No submissions were received from the public when it went on exhibition.
Council committees will also feature at the meeting.
The Employment and Economic Development committee's report includes a study of Orange's economic status at present.
That includes growth of about 10 per cent in the amount of money tourists and visitors have splashed into the Orange economy and where Orange people spend their money.
